Philosophy and
objectivesIn its annual reports over the past few years, the Moroccan Cour des Comptes has highlighted organizational dysfunctions due to the absence of internal audit systems, particularly in universities. However, despite the existence of a legal framework and a policy supporting the principle of good governance and the need for this type of system, the Moroccan university lacks tools for governance, performance monitoring and control of its administration. In response to these shortcomings, an internal university audit department will be set up to strengthen the university's management, governance and innovation capabilities, drawing on the experience and know-how of European partner universities.
To this end, the university will be equipped with an autonomous internal audit department which will assess the physical and accounting accuracy and sincerity of operations, guarantee the integrity of assets and judge the efficiency of the Information System. A tool for controlling and verifying the effectiveness of assignments will be created, along with an internal control system incorporating the best international standard procedures in terms of risk management.
In this way, the university will be able to put in place procedures to optimize resources, strengthen the legitimacy and credibility of administrative action by mastering internal operations, and also set up a University Management Advisory Body to help the university's static administrative management evolve towards dynamic management.
